Federal workers in U.S. offered seven-month pay package to resign as Trump overhaul continues

The U.S. federal government is offering eligible employees a seven-month resignation package as part of a broader effort to reshape the federal workforce. The program, announced by the Office of Personnel Management (OPM), allows employees to resign with full pay and benefits until Sept. 30, 2025, while exempting them from in-person work requirements during this period. Eligible workers must accept the offer by February 6, 2025.

The voluntary resignation program is part of a series of reforms introduced under President Donald Trump’s administration to overhaul federal employment. According to the OPM memo, the program aims to provide a dignified transition for those opting to leave their positions, as agencies face potential realignments, workforce reductions, and stricter performance measures.

Return to in-person work, ‘performance culture’

Under the “Return to Office” directive, most federal employees are required to return to in-person work five days a week, ending nearly three years of remote work since the pandemic. OPM stated that physical offices may undergo consolidations and relocations, further prompting some workers to reconsider their roles.

Other changes include a focus on creating a “Performance Culture,” where high-performing employees are rewarded, and underperforming staff are addressed. The reforms also emphasize a “Streamlined and Flexible Workforce,” which may lead to restructuring and reclassifying positions to at-will employment. Additionally, “Enhanced Standards of Conduct” will impose stricter accountability measures and prioritize disciplinary actions against misconduct.

While the memo highlights a push for efficiency and accountability, the resignation package offers employees an alternative path. “This program begins immediately and ensures employees retain all pay and benefits through September 30, 2025, regardless of daily workload,” the memo stated.

Some workers excluded

The resignation program excludes military personnel, U.S. Postal Service employees, and workers in positions related to immigration enforcement and national security.

Federal employees must submit their resignation from their official government email accounts and include the word “Resign” in their reply to OPM to confirm participation in the program.
