The Ontario government announced Thursday that Caesars Entertainment Windsor Limited will continue as the service provider for the Windsor casino following a competitive procurement process, securing approximately 1,800 jobs in the Windsor-Essex region.
As one of the largest employers in the area, Caesars Windsor’s continued operation brings stability to the local workforce amid concerns about potential economic disruption, according to the province.
“At a time when geopolitical tensions are threatening to disrupt our economy, this new agreement between OLG and Caesars brings stability and peace of mind for thousands of local workers in Windsor,” said Stan Cho, minister of tourism, culture and gaming.
The new agreement between the Ontario Lottery and Gaming Corporation (OLG) and Caesars is expected to be finalized in early 2026, completing the province’s modernization initiative that began in 2012.
Community impact
Since 2018, Caesars Windsor has contributed over $53 million to Windsor through OLG’s Municipality Contribution Agreement, supporting local infrastructure projects and economic development initiatives.
Windsor Mayor Drew Dilkens highlighted the casino’s importance as an employer.
“Caesars Windsor and the Caesars Brand is a pillar of our community in Windsor and the surrounding region, contributing to a strong and robust economy and providing world-class gaming, entertainment, and hospitality experiences for residents and visitors,” said Dilkens. “The organization is also a strong partner for the City of Windsor… while also providing jobs that have a direct impact on the livelihood of many residents and their families.”
Industry context
The Windsor casino, which opened in 1994 as Ontario’s first casino, represents an important part of the province’s gaming sector that supports over 12,000 jobs across Ontario. In 2024, gaming contributed more than $2.5 billion in net profits to the province.
While Caesars will manage day-to-day operations, OLG will continue to conduct and manage gaming at the site, with Caesars required to maintain OLG’s responsible gambling standards.
