Ottawa paving company fined $115,000 after worker killed by reversing truck

An Ottawa-based paving company has been fined $115,000 after one of its workers was struck and killed by a reversing dump truck in Kanata.

Ottawa Pavemaster, legally known as 769550 Ontario Ltd., pleaded guilty in provincial offences court on June 26, 2025. Justice of the Peace Harley Gervais imposed the fine, along with a mandatory 25 per cent victim surcharge.

The incident occurred on Aug. 15, 2023, on Desmond Avenue, where the company was working on a driveway paving project. According to the Ministry of Labour, Immigration, Training and Skills Development, a worker was walking along the street when a dump truck backed up roughly 200 feet to connect to a float — a trailer used to haul equipment — and struck him.

The ministry said the driver, also a company employee, did not have the help of a signaller to guide the vehicle, as required under Ontario’s construction regulations.

Ottawa Pavemaster was convicted under the Occupational Health and Safety Act for failing to ensure safety procedures were followed, specifically the requirement that a signaller assist a driver when reversing vehicles where a clear view is not possible.
